It's a negative imperative form, so you need to use the subjunctive. You can learn more about this use of the subjunctive here.

Yes, it is a "command". Sometimes it sounds more like a "suggestion" but it's still the subjunctive:
No veas más a ese chico.
Don't see that boy again.
¡No pongas las manos ahí!
Don't put your hands there!
No vayas hoy al trabajo si estás enfermo.
Don't go to work today if you're ill.
Sometimes commands, sometimes suggestions.
