Is there a rule for when we use the article for a month? I assume that we could say:
Enero is lluvioso.
El enero es lluvioso.
El mes de enero es lluvioso.
Is there a preferred form?
Disfrutese la lluvia!

Hola Marcos
We don´t normally use the article with just "enero" (or any other month) unless we are referring to a specific month of a specific year, where we may use it (or drop it if you want too), e.g "En (el) enero de 2020 fue cuando todo fue mal."
Your sentences are all fine except for El enero es lluvioso, as we'd drop the article because we are talking about a "general" January, not specific.
Saludos
