Todo alcalde merece respeto

The translation for this is All mayors deserve respect. As it is all mayors why isn't the spanish 'Todos Alcaldes' ? I would have thought todo alcalde was each mayor ?

I think it’s because “todo” can also be translated as “every”, so “todo alcalde” means every mayor. I think we would need the article to say “all mayors”, as in ‘todos los alcaldes”.

Yes, as Marcos said, it is as if saying "every/each" : todo alcalde, todo país, todo ciudadano, toda ciudad... - as mentioned in the lesson, this gives more emphasis and it's more formal.
