Hace vs está

En La Habana hoy está mucho viento. -   Isn't "mucho" an adjective?

Mucho is indeed a quantitative adjective; but it should say:

"En la Habana hoy hace mucho viento." 

With viento we use "hace" not "está".

Yes, but it qualifies the noun "viento" = hace viento n) or está ventoso (adj)
