Despite using the conditional in the English sentence "We were hoping that he would do...", in Spanish we can't. To express "To hope that someone will do/would do something" we need the subjunctive:
Ella espera que él llegue pronto. (present subj)
Ella esperaba que él llegara/llegase pronto. (imperfect subjunctive)

Also, the Pluperfect subjunctive can be used here for: "We were hoping that he would arrive soon...":
Esperábamos que él hubiera/hubiese llegado pronto. (Pluperfect subjunctive)
