Looks like the plural "skirts" can take both a singular and plural for colors. Is that true of other clothing?

In Spanish, this is not specific to “skirts”; it is how colour adjectives work in general. Some colours behave like regular adjectives and must agree in gender and number with the noun. For example, falda roja becomes faldas rojas, and pantalón negro becomes pantalones negros. The same applies to most common colours such as rojo, negro, blanco, azul and verde.
However, some colour words do not change form. These are often colours that originally come from nouns, such as rosa, naranja or violeta. In those cases, the colour stays the same even if the clothing item is plural, for example faldas rosa or pantalones naranja.
So the difference does not depend on the clothing item but on the type of colour adjective being used.
