Is "le" necessary? can I form the sentence without it?

Here, 

¿A quién le enviaste la carta?

Who did you send the letter to?

the "le" is not obligatory, but we have a tendency to repeat the indirect object. It just sounds more natural.

You could also say:

¿A quién enviaste la carta?

Who did you send the letter to?
