I don't understand why this is preterito imperfecto. "The little ones ate sweets and sandwiches at the party" does not sound like it's describing a situation. It sounds like an action completed in the past, therefore preterito indefinido. "The little ones were eating sweets and sandwiches at the party" sounds like it's describing a situation - but that's not what the question says.

The translation in English has been changed to "were eating" so it reflects more the descriptive usage. I hope it helps.
