Why do you use hay with the adjective foggy?

Niebla is a noun (fog) so shouldn't the translation of hay niebla be there's fog...

And it's foggy would be está neblinoso?

We use the most natural translations in English. Although the literal translations that you are suggesting are correct, it'd sound a bit unnatural to say it like that so we went for the more idiomatic ones.  I hope this clarified it.
