As Tyler explained, because the verb in this specific sentence is "gustar" and it works differently to "normal" verbs, we can't use "yo" because "yo" is not the subject in that sentence with gustar, so you need "a mí tampoco" to say: "to me neither", meaning "surprise parties don't please ME neither".

The right answer is only A mí tampoco, it doesn't have the exact same meaning as Yo tampooco. The exercise phrase is basically "A él no le gustan las fiestas sorpresa", and the answer to that would be "A mí tampoco (me gustan las fiestas sorpresa)".
