Who is the verb referring to?
I had a quiz "Yo haré lo que usted me ___", I wrote encarquES which is the wrong answer, and correct one should be encarquE. I'm confused because normal sense should be "you order".

You have the formal pronoun for you in the Spanish sentence: usted, therfore you need this form of the present subjunctive: encargue
Encargues is the form for tú (informal).
