for this story, can i say 'el clima era bueno.' to replace 'Hacía buen tiempo' ?

You can say that as well yes. Bear in mind though it is a bit more common to use "el clima" when talking in more formal contexts, for example when you are describing what the weather/climate is like in a country: El clima en el sur de España es templado.
