I understand the lesson, but would you be kind enough to explain if these phrases are interchangeable with words such as "quienquiera" and "dondequiera"?
For example, is "Sea quien sea el que me ha mandado flores, debe ser un romántico." the same as "Quienquiera sea el que me ha mandado flores, debe ser un romántico."?

Yes, absolutely!
But be careful because you need a "...que..." with quienquiera and dondequiera, so:
Sea quien sea el que me ha mandado flores, debe ser un romántico.
= Quienquiera que sea el que me ha mandado flores, debe ser un romántico.
Vayas donde vayas, yo te seguiré.
= Dondequiera que vayas, yo te seguiré. (Wherever you go, I'll follow you.)
Also, we have "cuandoquiera que...", for example:
Yo te estaré esperando impaciente, cuandoquiera que te decidas a venir. (= sea cuando sea...)
