What is the correct position of adverb in a sentence, before or after verb?
Mostly, I've seen it being placed before the verb but here hay comes before también. I know the reverse is correct, but my question is hay an exception to such cases where adverb may appear before verb?

Adverbs can be placed both in front and after the verb. It can also go at the end of a sentence. Spanish is quite flexible in terms of placement. So it's not specific to hay, it is general for all verbs. But you are talking about "también", which is a connective. In case of connectives, there is also flexibility, but when there is a specific subject in the sentence, the most natural structure is placing the subject first and the connective after. For example:
María también tiene un examen. (the most natural way to say this sentence)
También María tiene un examen. (not very natural but grammatically correct)
Tiene también un examen María. (not very natural but grammatically correct)
Maria has an exam too.
