Le diré a mi hijo...

Is "Le" at the beginning necessary or do I need it only for emphasis?

In this case it is optional to use that "le" at the beginning of the sentence; however we tend to repeat the indirect objects. Here is a lesson on Repetition of indirect object pronouns dealing with this.
