Hay means there is / there are.
For example:
Hay un carro en la calle = There is a car in the street. -
Tiene (from tener) means he/she/it has.
For example:
Él tiene un carro = He has a car. -
Tienes means you have.
For example:
¿Tienes un carro? = Do you have a car?
So your example ¿Tienes un carro? makes sense — it means Do you have a car?
