when we want to say a scary movie, or a funny movie etc, do we always use 'de' + whatever noun of the category?
for example, scary movie = pelicular de terror, pelicular de miedo. rather than pelicular asustado = scary in adjective forms rather than nouns.

For terror film we use "de + noun": película de miedo/de terror. We also have other types of films that follow the same, for example: película de risa (comedy, lit: film of laugh) or película de guerra (war film). That doesn't mean that all films use the same structure, you can also use an adjective:
película romántica, película clásica...
As for using the adjective "asustado", no, that doesn't work for the description of a film. We use the adjective asustado/-a for people, meaning "frightened/scared":
Estoy asustado.
I'm scared.
