Is it safe to assume that invariable cuanto más can only be used with masculine form adjectives? Or if I wanted to imply that I was just speaking about women in the following example, “Cuanto más rubios, más atractivos para mí” could I use feminine form adjectives?

Good question! The expression “cuanto más/menos” is invariable — it doesn’t change its form depending on gender. What changes is the adjective or noun that follows and that of course agrees in gender and number with what you’re referring to.
So if you’re talking about men, you’d say for example:
Cuanto más rubios, más atractivos para mí.
And if you’re talking about women, you’d adjust the adjectives to feminine:
Cuanto más rubias, más atractivas para mí.
In short: “cuanto” always stays the same, but the words after it must agree in gender and number with the subject you’re describing.
