Does this mean I would never use EL or Un with Te?

It means that if you are referring to the letter "t" in Spanish, you would use the feminine articles, not the masculine:

la te, una te

not el te or un te

This is when we are talking about the letter t, not if we are talking about the noun "té" (tea).
