This use of "tratarse de" clicks with the explanation we give in the lesson, saying that it could mean "it is..." -it's used as an impersonal sentence where you won't see the subject. If we say "it is a misunderstanding" we assume that something has been mentioned before and we conclude saying that (whatever was mentioned/happened before) is a misunderstanding.
