Hola Teno D.
Thank you for your question! In Spanish, the verb form "va" is used with third-person singular subjects like "mi hermano" (my brother). The verb "vas" is the second-person singular form, which is used when you are directly addressing someone (informal 'you').
So, the correct answer is "va" because you're talking about your brother (he), not directly addressing him. The sentence should read: "Mi hermano va a Paraguay."
Saludos
Silvia
