when you ask a question like “do you offer discounts” there is no indication you are asking one or many people. so do i assume “you” will always be more than one person?

No, it could be a you singular or a you plural. The reason why we haven't specified in this question is because you can see the "ustedes" in the question. It's explicit:
¿ ___ ustedes descuentos? (Do you offer discounts?)
