Tanto mujeres como hombres...

Is there a rule that explains why the definite articles aren’t needed here even though mujeres and hombres are the subjects of the sentence?

In my opinion, the definite articles should be included because they are speaking about men...and women in general. The rule is: when referring to things in general the definite article is to be used! Example Tanto las manzanas como las naranjas son buenos para la salud.
