Do I need to use sino que when any conjugated verb follows, or only when the conjugated verb is different from the conjugated verb in the first clause? If the verbs are the same (vas a +infinitive) which is correct?

If there is an explicit conjugated verb (whichever tense it is) you need sino que. However, if you have two verbs conjugated that are the same, we normally drop the verb as it sounds redundant and simply use sino:
No voy a ir al gimnasio sino que voy a ir a la playa.
(unnecessary to repeat the verb)
No voy a ir al gimnasio sino a la playa.
(more common and natural)
