¿Hacemos una paella este domingo? Can you also say ¿vamos a hacer una paella?

Good point! While "¿Vamos a hacer una paella?" can technically be understood as a suggestion, it is not the most natural way to express 'Shall we make a paella?' in Spanish. The near future construction "ir a + infinitive" is generally used to indicate a plan or intention rather than a suggestion.
To make a suggestion, the present tense ("¿Hacemos una paella?") or the use of "¿Por qué no hacemos una paella?" (Why don't we make a paella?) would be more appropriate and idiomatic in Spanish.
