Ser vs Estar for locations

I'm still confused by the use of "ser" and "estar" for different ideas related to location.  Is this pair of sentences correct?

El entierro es en el cementerio de su pueblo.  El cementerio está fuera del pueblo.

If something takes place somewhere you use the verb ser like in your first example.

Your second example is saying where the cemetery is located not where something takes place hence the use of estar.
