is there a difference between proceso y procedimiento or these words are interchangeable?

They are very similar words but "proceso" refers to a series of activities that are related in order to achieve something, while "procedimiento" refers more specificly to how you carry out those activities. When we talk about production of wine we always use the word "proceso". I guess, if you start explaining more specificly about each step in the process, then we could refer to it as the "procedimiento a seguir en la elaboración del vino". I imagine it is the same nuance as the English "process" and "procedure".
