preterito perfecto-Preterio Indefinido

After explaining the whole story (which happened "hoy") with preterito perfecto , why did we use  Preterio Indefinido in the end? 

: el profesor me felicitó.

I thought it would have been "me ha felicitado"

Actually the perfect tense could have also been used, seeing it as an action that is very recent that has just happened -that would click nicely with the text.

But we could also use the Indefinido if we see that final action as something that happened punctually and had a beginning and an end -this is the interpretation given in the text.

I've just added the option with the perfect tense as there is no hint for that sentence that asks you to use one interpretation or another, so it is also correct.
