Position of "se"

In this construction, can the "se" also go at the end of the infinitive, like this:

    No debe fumarse.

?

Not when they are used in this "impersonal" way with intransitive verbs.

If you add se at the end it's as if there was an object missing, it looks more like a passive:

"No debe fumarse!" - we would want to ask if we see it this way... you musn't smoke what? 

The "se" is linked to the modal verb, not the main verb. 

This one wouldn't make sense either: "no puede descansarse" or it would sound awkward.
