Why doesn't "hache" follow the same rules as words like "agua" where the intial vowel is a stressed a?

ie, Why do we still say "la hache" and not "el hache" ?

Hola A 

Here's the link to the Kwiziq lesson Marsha suggested. 

By the end of the lesson we say that "hache" is an exception to the rule. 

I am not completely sure but I imagine "hache" uses the feminine article because it is referring to "la [letra] hache".
