The correct sentence is ¿Dónde es la fiesta?, not ¿Dónde está la fiesta?, and here's why:
We use "es" (from the verb ser) for events like parties, weddings, or concerts. That's because we're asking where the event takes place, not where a physical object is located.

Also, a small note: fiesta is a feminine noun, so it should be la fiesta, not el fiesta.
