The hint saying "follow the EN phrase order" means "follow the English phrase order", so you translate each element of the sentence in the same order as the English sentence is showing. This is because in Spanish you could place a time phrase for example at the beginning, in the middle or at the end, but fixing the order with a hint would reduce the amount of correct answers. Sometimes there is so much flexibility on how you can translate something that it'd be impossible to set every possible translation in the system, so we try to reduce the scope.
